Maclean worked with Law and Eugene Gadsden, the NAACP`s legal counsel at the time, crediting them with keeping the violence out of Savannah`s civil rights struggle. Under Maclean, public libraries and store counters were integrated. Signs pointing to racially segregated facilities in city and county buildings came down. In high school, as a member of the NAACP Youth Council, Law protested racial segregation at Grayson Stadium in Savannah and worked to hire a black disc jockey at a local white radio station. Later in college, he served as chairman of the NAACP Youth Council.

Law often stated that he would not have received a college degree if Georgia State College (now Savannah State University), where he enrolled in 1942, had not been in Savannah. His mother washed and ironed for white families for very low wages, and there was no money to send Law to college. He worked at the White YMCA of Savannah to finance his education. After completing his first year, Law was drafted into the Army to serve in World War II (1941-45). After his release, the GI Bill paid for the rest of his studies at Georgia State College, where he earned a bachelor`s degree in biology. For many years, Law served as Chief Scout of Troop 49, First Bryan Baptist Church, where he also taught Sunday School. Law was a crusader for justice and civil rights for African Americans. He was president of the Savannah chapter of the National Association for the Advancement of Colored People (NAACP) from 1950 to 1976 and became widely known as «Mr. Civil Rights.» Charles J. Law believed that nonviolent means were the best way to open the city to blacks. He strongly opposed night marches, promoted by Hosea Williams and his crusade for Chatham County voters, believing that night marches allowed people with violent agendas to take to the streets of the city. The Crusade for Voters, led by Williams, was a separate civil rights organization allied with the NAACP. This different strategic approach created a rift between Law`s NAACP and Williams` Chatham County Crusade for Voters. The rift between Law and Williams prompted Williams and others to leave the NAACP and join the Southern Christian Leadership Conference. The bill and the NAACP were refiled, and in 1964, the Fifth District Court of Appeals ordered that racial segregation be removed in Savannah public schools.
