Why National Action Plan Was Criticised by Some Legal and Political Circles

China fully participates in the work of United Nations human rights mechanisms and encourages the United Nations Human Rights Council and other mechanisms to attach equal importance to economic, social, cultural, civil and political rights and to act in a fair, objective and non-selective manner. The National Action Plan is an action plan launched by the Government of Pakistan in January 2015 to combat terrorism and complement the ongoing counter-terrorism offensive in the Federally Administered Tribal Areas. It is seen as a major coordinated response by the state after the deadly attack on the Peshawar school in 2014. [1] [2] [3] [4] The plan has received unprecedented support and collaboration across the political spectrum of the country, including the federal and provincial governments. The assassination of Baloch tribal leader Sardar Akbar Bugti during a clash with the army in 2006 added fuel to the fire. Because of this ongoing conflict, reconciliation with Baloch separatist groups is an integral part of the NAP. The current Pakistani government seemed determined to implement a reconciliation plan announced in 2015 by Balochistan province`s chief minister, Dr. Abdul Malik Baluch. [26] In order to move the process forward, amnesty was offered to Baloch fighters who are willing to surrender unconditionally to the security forces, which a group of 400 Baloch insurgents did on August 14, 2015.

[27] – China will continue to support human rights education in higher education. The State should further strengthen the development of human rights-related disciplines and the enrolment and training of postgraduate students. It aims to improve the capacity of universities and research institutes to conduct studies on important theories and practical problems in the field of human rights and to establish a national scientific research project on human rights theories. The creation of military courts (MCs) to try terrorism suspects more quickly was another striking feature of the NAP. In the first full year, these courts convicted 40 people. In the second year, that number increased to 85. Considering that a province like Sindh, which accounts for about 17% of the country`s population, has had 3,360 cases pending before the Anti-Terrorism Courts (ATCs), and that some cases have been pending for eight years, this rate of CM convictions is simply not enough to solve the scale of the problem. While CMs are constitutional and legal, they are not the long-term solution to a systemic problem. Ahmed Diriye, also known as Ahmed Umar Abu Ubaidah, is the current leader of al-Shabaab. He was deployed in 2014 after his predecessor, Ahmed Abdi Godane, was killed in a US drone strike. Despite initial doubts by some analysts about Diriye`s ability to maintain control of the then divided group, many say al-Shabaab remains a largely cohesive organization. An Executive Council, or Shura, which would consist of a dozen members, is the main decision-making body.

– Improving judicial oversight of the judiciary and investigations means restricting individual freedom. Efforts will be intensified to prevent the interrogation of sources through torture and illegal evidence, and to improve the mechanism for the prompt prevention and redress of unjust, false and erroneous cases. The system of synchronous video and audio recording is to be introduced for the entire process of questioning suspects, gradually expanding the scope of application. The system for transmitting important cases is carried out on an experimental basis with the corresponding synchronous video and audio recordings. – Conduct comprehensive human rights education. China will combine human rights education with national education and national education to disseminate legal knowledge; Promote the importance of human rights, as expressed in fundamental socialist values, and promote a culture in which human rights are respected. The UN Security Council authorized the AU in early 2007 to lead a multinational peacekeeping force in Somalia, known by the acronym AMISOM. Their main mission was to protect the country`s transitional government, which had just returned to power in Mogadishu. Uganda was the first country to send troops to Somalia as part of AMISOM and maintained the largest contingent. Other forces come from Burundi, Ethiopia, Kenya and Djibouti.

In 2022, the mission included about twenty thousand soldiers. The social value of respecting, caring for and caring for the elderly should be pursued and projects for the mutual care of the elderly will be carried out. A mechanism to address population ageing will be developed to effectively protect the legal rights and interests of older persons. – The right of ethnic minorities to economic development is guaranteed. The State will continue to contribute to stimulating the economy of ethnic minority areas by increasing budgetary flows and financial assistance, improving infrastructure and supporting competitive industries and economic efforts taking into account the specificities of minority areas, in order to ensure that absolute poverty in these areas is significantly eradicated by 2020 and that the main indicators of economic development are of these areas are as follows: Areas above the national average. – Improve the institutional guarantee of the rights of litigants and other parties to the proceedings to know, present, discuss and defend their opinions, to file applications and appeals, as well as the implementation of the rules on legal aid prescribed by the Code of Criminal Procedure and related rules and regulations. The Ethiopian occupation has been responsible for «transforming the group from a relatively small part of a more moderate Islamic movement into the most powerful and radical armed faction in the country,» wrote Rob Wise, a counterterrorism expert. Addis Ababa said the intervention was a «reluctant response» to the ISU`s calls for jihad against Ethiopia and its renewed territorial claims against Ethiopia and Kenya. She stressed that the intervention was supported, among others, by the United States and the AU.

It appears that no significant steps were taken during the Karachi operation to counter the TTP`s growing influence in the city`s suburbs, particularly in Pashtun-dominated areas. This is the result of the military operation in Pakistan`s Federally Administered Tribal Areas (FATA), which paved the way for a continued influx of FATA refugees to the suburbs of Karachi, where the TTP is believed to have gained a stronghold.
