Categorical grants are federal funds distributed to state and local governments to encourage cooperation in the implementation of specific goals and initiatives. State governments have less flexibility with these funds than with global grants. The U.S. federal government provides financial assistance to states, local governments, and other institutions. They are defined and governed by the Federal Grant and Cooperative Agreement Act of 1977, which is listed in Title 31 of Section 6304 of the United States Code. A federal grant is one: Categorical grants are the most common types of grants that the federal government makes to state and local governments. However, this is not the only type of subsidy that the federal government has to offer. We will look at the types of federal grants. There are four different types of categorical grants: formula grants, project grants, formula project grants, and perpetual repayment grants. Formula grants are distributed to jurisdictions entitled to funds under the enabling law, based on a digital formula that takes into account the relative needs of the beneficiary jurisdiction compared to all other claim jurisdictions.
Examples of formula elements include population, poverty, per capita income, unemployment, enrolment in public schools, etc. The formula factors and the weight assigned to each are either prescribed in the approval rules or determined by the administrative officers. Most of the time, the state and local government need a cargo of money to fund exotic projects. So you`ll be happy to get this huge amount of money from the federal government, which is a good idea – hence the categorical bailout subsidies. We will therefore examine the definition of these categorical subsidies below. An example of a project grant is grants from the Department of Agriculture, Animal and Plant Health Inspection Services, which manages the Wildlife Services Program. Applicants who meet the objective and criteria may receive these funds for programs that help «reduce the harm caused by mammals and birds and mammal and bird species that are reservoirs for zoonoses (with the exception of urban rodent control through control and research activities)», as indicated in the objectives of the grant. [3] This example of categorical subsidy fraud shows the importance of meeting the requirements to receive categorical subsidies from the U.S. government.
U.S. Health and Human Services is the largest U.S. government funding organization. Therefore, it must take significant steps to ensure that grants are used for the programs for which they are intended. In October 2014, the federal government filed a civil lawsuit against Columbia University in New York For allegedly filing fraudulent claims over millions of dollars in categorical federal grants to fund AIDS and HIV research. The lawsuit alleged that the university had failed to verify that all of the approximately 200 employees working on the grant projects had actually done the work associated with the grants. The complaint alleged that the university was aware of the failure to report exactly what the categorical grants require, but continued to charge for undone work for specified projects. Categorical subsidies are an example of how cooperative federalism is achieved. As an example of categorical grants in action, the federal government can offer money to states for the implementation of a seat belt program for which there are certain requirements that the state must meet. The federal government is achieving its goal of making roads safer for the majority of Americans without encroaching on the authority of individual states.
Categorical grants cover the majority of the activities of the federal grant system, both in terms of the number of programs and the amount of funding. Categorical grants get their name from the fact that their use is limited to a narrowly defined category of activities, which are usually defined in licensing rules. Republicans replaced the Welfare Program for Families with Dependent Children (AFDC) with temporary assistance to Needy Families (TANF), which provided block grants to state governments to reform welfare. Head Start began in 1965 as a summer school program designed to help children from low-income families catch up before starting their first year of school. Since then, the program has exploded to provide education, nutrition, health and parental participation support to more than 1 million low-income children and their families each year. Head Start programs across the country are funded in part by categorical grants. In fact, in 2014, Congress awarded more than $500 million in grants to 275 Head Start recipients. Categorical grants, also known as conditional grants, are grants awarded by the United States Congress that can only be spent for narrowly defined purposes. They are the main source of federal aid to state and local governments and can only be used for certain categories of state and local spending, such as education or roads. These grants accompany the rules and policies that prevent the recipient government from using grant funds.
[1] Categorical grants are designed to help states improve the overall well-being of their residents, but also to allow the federal government to exercise more power over states in a given policy area. Categorical grants are available to government agencies and organizations that can be used for very narrowly defined purposes. Categorical scholarships are awarded to candidates who meet the qualifications on the basis of a predefined formula. These types of grants are accompanied by reporting requirements to ensure continued compliance with program conditions. Examples of categorical grants include Head Start programs, Magnet school programs, forest support programs, and asbestos control programs. Project grants are awarded to subsidize a particular service for a certain period of time. These grants are competitive and follow a certain cycle. An agency creates a funding program based on its mission, administration, and/or Congressional initiatives. The funding agency then announces the funding opportunity and invites groups to apply. Once the application is completed, all applicants will be reviewed by the agency and the winners will be selected.
States compete for funding of project grants through the application process, and those that best meet the application criteria are selected. [2] The most important fact about categorical subsidies is their great variability. While the design features of categorical grants appear to be technical problems on the surface, decisions made regarding key design elements of a categorical grant program are political and reflect the relative balance of power and influence between federal, state, and local governments. Categorical subsidies are the result of the U.S. federal system. This system of Congress gives the federal government power in certain areas, such as military spending. Meanwhile, state and local governments will have power over other areas such as school education, roads, and law enforcement. While these particular areas are the responsibility of local governments, this does not mean that the federal government will not be able to influence them. On the contrary, the federal government uses the money to convince states to comply with national targets. This is where categorical subsidies come into play.
The increase in federal subsidies in the second half of the twentieth century illustrates the growing role of the national government in the balance of federal powers. Federal subsidies have continued to double since 2000. Political actors in the national government set up these funding programs with varying degrees of flexibility and discretion granted to state governments. Funding for block grants is also determined on a formula basis, although these grants fund general concerns and not specific individual projects. Global grants awarded for purposes such as education, public health or security leave beneficiary authorities a wide margin of appreciation in the implementation and use of funds. Recipients of block grants include community development, adult social services, and temporary assistance to families in need. The way in which categorical grants are distributed is either through project grants or through formula grants. We have seen in the definition of categorical subsidy and in the example above that states are never obliged to accept a categorical subsidy.
